How does Google rank 0 PR pages on its home page?
I found an odd website, and checked Google's PR to be zero.Here is the link:

But it manages to rank on the first page of Google despite having a PR of zero.
When you search for "Hearse VPS", you'll find this at the top.
The site has a PR of zero yet ranks on the first page. Is it some kind of internal staff build? Or does this mean that third-party tools are not allowed?
Of course, this site also seems interesting. It feels like everything they say hits home.
And I'm curious about the TOS and Privacy Policy as well.
