Bilibili Streaming Slows Down, Technical Issue? Cost Issue?

Bilibili's streaming technology is not on the same level as YouTube. I am a wall-in user, and it takes me several seconds to watch a video that skips ahead on Bilibili even if I fast forward. However, videos on YouTube usually start playing after buffering for hundreds of milliseconds. I don't know whether Bilibili's bandwidth isn't enough or whether the streaming mechanism is like this. Is it because Bilibili's technology is poor? Or is it money? Sometimes, just to experience good, I still search for videos on YouTube even if they're the same one. The experience is still very important to me no matter how much data I use.
