Domain stopped resolving + blocked transfer, says it's from the National Anti-fraud Bureau

An abandoned domain name hosted by Alibaba Cloud, which was stopped from being resolved and transferred yesterday. I checked the domain and found that it was still using some IP addresses that were not mine. The customer service told me to contact the National Anti-Fraud Center, but two of them were unreachable while one was on hold. I am wondering if there is any way to申诉这种情况? It seems like the previous resolution was not deleted, and now I feel like this should be blocking because it has been opened in the first place, but how could this be blocking for fraud reasons? I'm a bit confused about this.
