Can't roll it, where's the best country to take kids?

Age around 40 with a child of about ten years old. I plan to return to China after the age of 60. The child will decide on which country to go when he is older. I mainly consider the following points:
Firstly, whether that country suits me for making money. I feel it's harder to make money in China's internet industry these days and want to try something more lucrative overseas like an online project or app targeting global users.
Secondly, English learning environment for my kid. Today's students are too competitive.
Thirdly, the cost of living is similar to二线城市在国内, maybe even lower than them.
Normal families without much financial resources so countries such as America and Japan are not considered. I have thought about Chiang Mai in Thailand, it is called SEO capital of the world and there are many foreign website owners and SEOers who live here long-term. There are also other industries' digital nomads who live here permanently. The cost of living in Chiang Mai is comparable to二线城市国内二线城市。Chiang Mai has many foreigners, which is good for my kid to learn English.
However, it is difficult to stay in Thailand for several years. Living for a few years is okay though. Do you guys know any other countries and cities?
