Is it reasonable for Ovh to request identity documents?

Placed VPS, phone prompts credit card charge, but immediately receives text transaction reversal.
Then go to email see OVH sending email requiring full-color photo ID and photo of the credit card used in the transaction including:
1. Name matching the listed name in the Manager account, AND
2. Last 4 digits of the card number
3. Photo of yourself holding the ID provided above.
