Questions about LOC VPS.

Because I want to use the KVM in Hong Kong for my station, I have been comparing HOSTKVM and LOCVPS for a long time. Both seem similar in Hong Kong, with me feeling that Hong Kong is from ZJI upstream. If both have the same upstream in Hong Kong, I think LOCVPS would be more affordable (just my personal opinion). For LOCVPS, here are three options:
1. MG#2 in Hong Kong (BGP + CMI) Speed test results: Download 154.67 Mbps, Upload 9.28 Mbps, Ping 65.50 ms, Jitter 9.30 ms;
2. #1 in Hong Kong (BGP + CTG) Speed test results: Download 41.19 Mbps, Upload 48.45 Mbps, Ping 74.90 ms, Jitter 2.20 ms;
3. #1 in Hong Kong (BGP + CTG) Speed test results: Download 75.99 Mbps, Upload 57.83 Mbps, Ping 71.50 ms, Jitter 2.88 ms;
I'm not sure about the meaning of Download and Upload on the speed test page. Is it just referring to the upload speed in the server and the download speed in the server?
If you let me choose, if we prioritize domestic users, should I pick one of them? Please recommend! The speed tests were done once, not the average value.
Network environment: 1000 Mbit/s WiFi connection was used for the speed test
