I set up a 1111 Japan IIJ and a Hong Kong 1111. The AMD CPU in the Hong Kong one is much better than the E5 66 version you should not fall for the 66 Hong Kong. The network in Japan is still okay with average latency of around 60 ms.
PS: Both Japan IIJ and Hong Kong are occasionally releasing, don't overpay.
