The situation escalated. According to Reuters, on November 21st, Kyiv Air Force reported that Russian missiles fired from southern Astrakhan in the early morning of the war were the first such powerful long-range missiles used by Russia during the war.
The city of Nizhyn in Kherson region became the first city ever to be attacked with an intercontinental ballistic missile. This is a historic turning point. Intercontinental ballistic missiles aren't aimed at range but at a million-person city.
