Up-and-down issues on the mobile.

My gigabit downlink can be fully utilized, but the uplink is only 5 Mbps.
I have tested various software such as Baidu, 115, Weidian, Ali, and Kuak.
Downlink can always be fully utilized while the uplink has been limited to 5 Mbps.
This cannot be due to software limitations, could it be a problem with the mobile network?
Also, I wonder if anyone else has noticed their upload speed being restricted.
