I bought a TG completed account, the owner wants to reclaim it, where is a reliable seller?

I was using the TG account before it suddenly got banned. I bought this one and it's been working fine for about 10 days. Today, an error message popped up, and when I tried to contact the seller who had already closed their account, they said that the account is no longer available. Is this my account gone? Are there any reliable places where I can buy pre-made accounts? Don't use USTD, as I'm not interested in playing with these.
