Can ARM build an anti-pipeline with oracle?

Initially, I wanted to pirate video sites: https://www.duboku.tv/
But there should be some restrictions on this site. It's not accessible from within the country. The domain was blocked as well.
It's even more restricted. Trying to pirate using an IP from inside the country won't work.
Then I thought about trying to pirate YouTube.
After using CF to pirate, it doesn't open at https://db.en.cc.ua/.
I'm planning to use Oracle ARM for piracy of YouTube or sites like https://www.duboku.tv.
But I couldn't find any program. Could someone guide me?
