Why do cows and horses talk? Upgrade to slaves?

When I was young, my grandfather's generation were all studying advanced systems of government on state-funded scholarships abroad, or traveling to large companies for field trips and returning with the technology or system that they would then present at home for multiple rounds of discussion before forming a unique set of policies that fit our country's needs. The most baffling part was how slaves always looked down on foreign countries and would shout for us as masters, but in their hearts, we couldn't help but look down upon these uneducated and obedient cattle... We just didn't understand.
