Yes, you can use PayPal to pay for your international credit card in the US.

I have two foreign currency credit cards, one Visa and another American Express. I bought a US-based PayPal before. I want to bind my credit card for the transactions but not sure if it will trigger the risk and be banned. The PayPal account is real name registered with an American社保卡 (the other one was used to bind with the country-based PayPal and then deleted). There's some information online saying that once you've bound a country-based card, you can't bind the same card in the US anymore so PayPal would get banned. Any insight?
